An Integral Part Of A Democratic State Essay Elections are an integral part of a democratic state. The argument is sometimes put forward that participatory democracy should be the basis for a whole political system, a replacement for parliamentary democracy. Representative institutions based on one person one vote determine the principles and general direction of an elected government. Participatory democracy can monitor the work of the executive and state apparatus. The importance of process Take waste. The same principles of daily and ongoing democratic processes could be applied to education, transport, and social services. Formally, representative democracy does have the final say. Participatory democracy, in a complementary relationship to electoral power, thus has the potential to move societies further towards the democratic ideals of popular control and political equality. I believe that a strong and aware civil society keeps their elected representatives on their toes, by asking questions through organized interest groups all of whom press their causes on government, sometimes through political parties and through independent lobbies. Participatory democracy provides a real alternative, or complement, to elected power: a distinct and organized public sphere in which the demands of the people can be articulated, developed and negotiated between each other, and finally negotiated with the local or other relevant state institutions. Conditions for participatory growth In order for participatory democracy to attain legitimacy and reinvigorate democratic politics as a whole, certain conditions need to be in place. The aim for participatory institutions is essentially to share decision-making power with government, to exercise some control over the work of state institutions and to monitor the implementation of governments decisions. The process must get results; in the sense that these parties are able to use their electoral legitimacy to emphasize the importance of the participatory process. If participatory democracy spreads, the institutions of representative government may lose some power to the new participatory sphere. The new systems of managing public resources through a combination of electoral and participative democracy bring an overall gain in democratic legitimacy and as a result, potentially, in democratic power. I believe that participatory democracy and the election process should be in the forefront in advocating transparency among government officials and their constituents. It is also important that citizens should be more aware and involved because the main argument of a democracy is the constant participation of people with regards to political debates and decisions. Without the peopleââ¬â¢s involvement, government leaders will not hold positions of power in the first place. Grassroots parties that are well represented inside the halls of congress should not just advocate the things that they think are important, but they also should stand as role models for the people who do not have the chance everyday to sit in a position of power. It is inevitable in a democracy that sometimes elections become an issue in itself. With this in my mind, I believe that people who go out to vote and those who pass on the opportunity to vote must always respect the final verdict whether it favors them or not. Yes, it is an issue because sometimes it is very easy for people to point fingers and start up a rumor that an election is fixed. For me, the only solution for this issue is to improve the way elections are being held. As a voter myself, it would also help if we encourage our society to go out and vote. Apathy sometimes can backfire on us. We should take care of our rights as citizens and voters to be more aware of the situation and act accordingly. By doing so, we protect ourselves from being short changed by the very institution, which the sole purpose is to protect us.

Implementing Effective Line Management The relevance of the Human Resource Management (HRM) has been exceptionally important and pivotal in maintaining a smooth working atmosphere of an institution. In large organisation with thousands of employees, there are hierarchy of power and work distribution. As the number of employees increase, the importance of managing them efficiently and maintaining their morale becomes more crucial to maximise the productivity. All organisations have their own work culture, rules and regulations, formal and informal approaches in dealings with situations. The Human Resource (HR) policies define the flexibility of the functioning of its personnel in each of these issues. The scope and success of these depends largely on the line manager, as he acts as an intermediary point between the HRM and the normal employees. For Mintzberg and Quinn (1998), a managers general work involves performing regular duties like ritual and ceremony, negotiations, and the processing of soft information (Mintzberg and Quinn, 1998). In the current working scenario, the role of the line manager is much more than just oversee and delegate staffs; they have to take provocative measure on coaching, team building and achieving targets both social and financial. According to Fred Luthans and his associates (1988) there is a great difference between an effective manager and successful manager. They had researched on 450 managers around the world. The managers who had a good network were considered as more effective in Australia whereas in US the managers who seek information from colleagues and employees- even if its negative and who explains their decisions are considered the most effective (F. Luthans, R. M. Hodgetts and S. A. Rosenkrantz, 1988). Formerly we will try to indentify the work pattern in the emirates organisation and the employees working atmosphere. Then we will try to analyse the pattern to find the areas of improvement, the organisation might be able to adopt. Finally we will try to analyse the effectiveness and changes that might happen by implementing the proposal. Formulation of HR Strategy How do we implement effective line management in organisation? Effective people management Who is a line manager (LM)? What is the relevance of such a position in an organisation? LM are not normally given this title in any of the organisations that employ them. In fact, depending on the business sector, they can be known by a variety of different titles. According to Advisory, Conciliation and Arbitration Service (ACAS) the more common descriptions for line managers are team leader, team manager or supervisor (Business Link, 2010). In general we can say that the role of a LM is a more of a mediator in between the management and employees and helps in maintaining a proper work flow in organisations. Managing the work force of an organisation is the core essence of the smooth running of the business. As the organisation grows in strength of the employees the need for hierarchy and power distribution is vital. Supervisory training and development continues to be a major concern in organisations of all types and sizes. The changes of all kinds necessitate continuous updating of knowledge and skills, as well as changes in attitude (Donald L. Kirkpatrick, 2001). In order to assess the standards and performance of the employees the line manager plays a major role. The HR department conveys the strategic plans to the line manager to get implemented. Emirates group with an employee strength of more than 40,000 and mainly being in the field of aviation and related services have to be diversified into different departments. Each department have been further sub-divided into Managers and normal employees. The managers consist of line managers who are personally responsible for the employees under him/her. Employing more than 100 nationalities they have a huge diversity in work force like the gender, skills, and of more personal traits. Trends of devolution in recent years As per Tyson and Fell, the role of personnel management has evolved from a clerk of work in 1960, 1970s as contract manager and 1980s more like a business manager in 1980s. In the first two years the authority vested in line managers with the branch manager control through personnel and line managers moving to widespread integration. They also said that personnel managers facilitate enabling other management work to occur, whose principal skills lay in their timing of applying techniques, and their ability to sell their services to client line managers/top executives (Renwick. D, 2000) The integration of HRM activities into the Business and corporate strategy is a key element in the business, the integration being the degree to which HRM issues are considered as part of the formulation of the business strategy and development as, the degree to which HRM practices involve and give responsibility to the line manager rather than personnel specialists (Budhwar. P. S., 1998). With the growing trend it can be suggested that a more likely outcome of giving line managers more personnel responsibilities is that the role of the HR specialist will change from that of watchdog of corporate policy and procedures to one of adviser to service managers (Harris. L. et al., 2002). What HR activities get devaluated? The middle level managers are expected to know and perform in perfect co with liaison with the high level management and lower level employees. This naturally results in expecting them to do more than they might be have normally done. For example for a divisional sale manager who is handing a section in an organisation like the Emirate Group, he will be responsible to maintain the sales targets as set his superior manager and maintain the relation with the international clients. These job can be terms us the regular jobs. Apart from these regular job, they will be expected to do several work related to the workforce under him like the maintenance of workforce planning, like to arrange cover for employee who are ill or on holiday, sort the grievances in the work places like the difference in opinions, update the management or the work progress, responsible for safety of the sub-ordinates and help with recruitment process of the HR division. The work force planning includes jobs like the attendance, roaster preparation, leave management, overtime sheet preparation, and timesheet preparation. The jobs like training the sub ordinates and their exit procedures are mostly handled by the line managers. They will also be partly responsible to get the quality surveys from the employees and remind them to do it during delays. The growing demand on the performance of the managers is to do personal training at the time needed. They will have to individually monitor their subordinates on their performances and grade them on the basis of performance and productivity taking into consideration their customer relations skills, analytical skills and risk assessment skills. In finding a need for professional training, they will try to educate them during the regular work hours or send them to more specific training in the training centre offered by the organisation. In the event of an employee not successfully completing an external training, he will be expected to explain and reassign them to a re-training. The benefits and the increments of the subordinates will be assigned to them on the basis of his recommendations after the evaluations. The welfare and safety of the sub-ordinates are mostly considered as the responsibility of the immediate managers in the organisation. With the increased pressure of maintaining a low expenditure for the organisations at times, the managers are devaluated for the incredible amount of jobs they handle and recently we can say that it has become one of the industry norms to go the extra mile. Job Analysis Why devaluated? The centrally developed personnel procedures are considered to be a key means of ensuring managerial consistency in minimising litigation risk while devolving operational HR responsibilities. This system has been considered as one among the most suitable practice in audit of HR professional activity in the public sector. The LM being enforced to take decisions has to be after give adequate training to them to handle such situations. By giving the proper training and raising their awareness the managers will become more aware of legal and organisational impacts of different actions (Harris. L et al., 2002). This will prevent them from acting unethically and also help in maintain a healthy work culture. The increased pressure for line managers tends to make them devaluate some of their responsibilities to supervisors. This creates a pressure and the notion for them that they are doing more than they are supposes to do. According to Brewster and Larsen (2000) there are five main reasons for the devolution of HRM to the line managers. The elements are to reduce costs; to provide a comprehensive approach to HRM; to make the managers more accountable; to speed up the decision making process; and it is an alternative to outsourcing the HM activities. Budhwar recognises the effectiveness of the decisions by the quick implementation due to its complexities and preparing future manager as some additional features of the devolution of HRM. (Budhwar. P. S., 1998). The priorities and motives of the organisations and the approach towards these have evolved through the past decade. Maintaining a low operation cost has become a key element in the agenda. It has become one of the deciding factors of the efficiency of the organisations. The increasingly sophisticated consumers demand higher quality for both commercial and public sector organisations. The success of the long term success should focus more to operate on product and service quality rather than on cost or price alone (CIPD report, 2006). In a study Cleyman, he found that a high rate of grievances were filled in departments characterised by repetitious work, low skilled employees, work that demanded constant attention, generally unpleasant working conditions (Cleyman. K. L, et al. 1995). Implementing the disciplinary and grievance procedures provides a clearer and transparent framework to deal with difficulties which may arise as part of the working relationship from either the employers or employees perspective. It will act as a corrective measure to lead the employees in alignment with the organisational values and help in taking the corrective measures at the earliest (CIPD, 2010). Problems and issues Balance of work and personal time. The work and non-work time of the managers have been blurred creating a sense of over pressure for their profession. The line managers are expected to draw out the responsibilities and over perform more than their contract. The definite line of work timing has become vague over past couple of years. With the introduction of latest technology, like the Blackberry and laptops, having access to company information they are expected to work beyond the normal working hours. In a huge organisation like the Emirates Group, the company never sleeps and the employees work around the clock for the normal functioning of the airport. This again is an inherent nature of the business. Being equipped by the latest gadgets the managers who might be remotely controlling different regions will be contacted round-the- clock by the employees if they have any queries in operations. Thus their effective working hours are extended much more than the actual working hours. This encroaches the personal time of the employees and will cause distress. The practical solution to minimize the effect of this is by empowering the employees with decision making power. They are allowed a degree of flexibility and encouraged to make logical decisions. To support this there can be regular training, seminars and support to improve and update the technical knowledge and ethical behaviour. Todays managers needs to create an ethical healthy climate for his or her employees, where they can do their work productively and confront a minimum degree of ambiguity regarding what constitutes right and wrong behaviours (Stephen P Robbins, Timothy A Judge, 2007). The department also provides expert guidance to manager in the use of assessment tools and in the recruitment decision making process, to ensure alignment with the HR policies and practices and the values and competencies required in all those recruited globally into the group. The line managers should have a clear picture of the organisations vision. The recruitment process We achieve what we do because of our people. We choose them very carefully, and just as important they choose us very carefully (Maurice Flanagan, 2010). In the expansion of the institution, the need for more human resource becomes prominent. The recruitment process begins by finding role and function of the extra personnel. After the acceptance of the application and the primary selection process and categorising the person to the section according to their talent, the line managers of the prospective sections should be involved in selection of the candidate. By adoption of this step it would make the line manager comfortable in analysing the person for how capable he is and how well they will integrate with their team.

Introduction School violence is one of the most serious problems nowadays because of detrimental effects on forming human-beings characteristics and future of a nation. This paper, based on secondary research, discusses violence situation in Vietnam, other parts of the world and analyzes the causes as well as gives solutions to tackle this problem. The findings of the research reveal that the happening frequency now is much higher than in the past and serious level also increase. Then, a variety of reasons are mentioned to help the readers comprehend thoroughly. Finally, some typical solutions are given and calls for support from authorities, family and students to reduce this issue gradually. Hopefully, school violence will decrease significantly in the future. Have you ever gone to school with the fear which is not the fear of not doing homework or coming late but that of being injured? You can say no but I can say yes because of the significant increase of school violence nowadays. It has no longer been a national issue but a global problem. In fact, it happened in any levels of education, from primary to university. Especially serious, the number of people killed has raised recently. The statistic given recently by Ministry of Education and Training in Vietnam showed that there were about 1600 school violence situations happened in one school year, 5 circumstances each day on average (Cam n.d.). It rang the alarming bell to government and citizens to address this problem. Therefore, this research paper, with the aim at reducing violence in schools and creating friendly and safe educational environment for students, discusses about three questions of why this issue is becoming more and more serious, what the consequences are and what shou ld be done to solve this problem. 2. Discussion of findings 2.1. Why this issue is becoming more and more serious This issue has increased rapidly in quantity, range, serious level. It happens not only in male but also in female, not only among students but also between students and teachers. Because of its seriousness, violence is school is becoming a significant issue which is mentioned fluently in websites, books, magazines, on television or even is reflected in films. For example, a Vietnamese film which is shown in Tet holiday of 2011 had the name School ghost. This film talked about problems in schools life especially school violence. So there were lots of aggressive scene, even a scene in which female students attacked and ripped other students shirts. The film warned people about the serious problems which still exist in school and called the support to solve them. First of all, we must know exactly what the causes are. Actually, school violence results from many reasons. First of all, family members are the closest relatives to a person so they have significant effects on that person. When living in a family which parents often have rows, the children will feel unpleasant, unhappy or even stressful. It will lead to negative behaviors, especially in teenager age when awareness of them have not improved completely. The younger the children are, the easier are they affected. They tend to repeat the parents behaviors and if they are bad behaviors, the effects are serious obviously. When parents fail to improve positive behaviors, children may develop negative behaviors patterns. The period of time which you spend in school each day is quite long so you communicate much with your classmates and teachers. You will study and behave well if your classmates are good children. But if your classmates are naughty, you will be involved in their bad activities and become naughty, too. Another case is if your teacher does not teach well and always rail students, you will be stressful obviously and will not have interest in learning. There have been events in which teacher insulted or even fought student, they absolutely harmed both physical and mental status of students. Last but not least, cyber abuse is one of the most important thing affect childrens behaviors. Why violence school has become more popular recently? Since 1990s, Internet, blogging, email grew quickly so the children could approach violent books, videos or games easily. When accessing to the Internet, you can watch lots of violent and bad things without being controlled from family or community. It will make children have wrong behaviors or attitudes toward an issue such as using violence to solve a problem or conflict between classmates. Killing others because of small conflict on a social network, Facebook is a regrettable story between a nine-grade student and a eleven-grade student in Ha Long, Quang Ninh (Hoang 2013). It is a typical example which shows the seriousness of school violence and calls the support from community immediately. 2.2. What are the consequences Consequences which school violence causes are really frightened. It impacts on many aspects. To students themselves, both victims and people who cause will have bad consequences. Victims can be injured slightly or seriously and even lead to death. Moreover, they often have mental injury, feel bored, worried, lonely and depressed. The scare or haunt can make them feel stressful. It lasts for a long time and victims cannot concentrate on studying and do not want to take part in other activities with friends. People who cause violence must be responsible for what they have done. How they are disciplined depends on the serious level of violence they cause, be dismissed from school or even sentenced to prison. Since they are relevant to school violence, their future will not optimistic actually. Furthermore, people who see violent scene also are affected absolutely. They will feel unsafe when studying in an environment like that. If violent actions are not be punished immediately, other students can follow these negative behaviors and it makes the violent situation in schools bec ome more and more serious. To family, it also causes regrettable consequences. When school violence occurs, family members are the people who must to solve problems which it causes. Victims family will have to spend both time and money to take care of their children if they involve in violent situations. Being not cured immediately, the victims can suffer from a lot of problems. Their family will be criticized and receive bad attitudes from social community, friends, etc. The children will be criticized by their parents, too. Stress from critic chat maybe lead to rows between parents and children and ruin familys happiness. If unfortunately a student is killed, it is a pain which cannot be replaced. Try to image that the child whom you spend much labor to bring up, you care about much suddenly passed away, especially the only child in the family. So how sad you are! A lot of violent situations happen in school will create stressful learning atmosphere which does not provide appropriate conditions for students to study. Schier (2008, p.30) stated that school violence destroys the positive learning environment schools are intended to provide. In turn, this affects a students readiness and ability to learn. A lot of students decline to go to school because they are scared to be attacked, insulted. Moreover, violent behaviors of students weaken school discipline, breakdown school rules and school reputation obviously. Because our country open market with globalization trend, effects from other countries are inevitable. Good things of our culture are fading and virtue is ruined gradually. That school violence occurs not only in schools but outside as well causes disorderly issue. If we dont have immediate measures to address this problem, it will spread out rapidly and affect the nations prosperity. 2.3. How to solve this problem Students are the future of a nation so the demand of finding solutions is the priority of both school and authorities. In addition, the support from children and their family also plays a crucial role. Without them, all attempts may never successful. No single discipline alone can prevent violence. A complex problem such as violence must be prevented through a combination of approaches (Barrois 2001). A child is never born as arrogant or timid, it is the atmosphere around him which affects him much. The parents will face the bad consequences happening to their children if they do not give the necessary care and education because they are the closest people to children. On a violence website www.nssc1.org, the author said that parents should check their children as much as possible and discuss about the habits and behaviors their children should develop or adapt to. From an early age, parents should monitor and adjust appropriately if their children act wrongly. School administrations should be strict on regulating rules, students harsh punishments should be avoided especially violent behaviors and teaching solutions should be advised, the way which teachers and students communicate should be enhanced to create a comfortable in studying. Being as a friend of student is also necessary. Arguably, schools and teachers can identify unusual behavior in students. After all, teachers spen d hours each day with students, develop relationships, and can likely talk to kids about whats on their minds ( Anderson 2011). But the most important factor is students awareness themselves, they should know which behavior is good, which is bad to adjust and choose good friend to play with. 3. Conclusion The findings above reveal that school violence in Vietnam and other parts all over the world is more and more serious. It damaged much not only the educational system, cultural beauty but also the future of a country. Sadly, there are many causes of this issue and they cannot be solved soon. However, with the raising of awareness and measures from authorities, we hope that this problem will decrease significantly and students can study well in friendly educational environments.

The 1948 Tucker Torpedo Essay -- Business Analysis
Every so often a man or women has an idea that is innovative, amazing or in some cases far ahead of its time. Unfortunately it is far too common that these ideas are lost or stifled by people who are afraid of the change they may bring. Since people also tend to believe if something seems too good to be true it probably is, these ideas may not get enough good attention until it is too late. Preston Tucker was one of these innovative people with a great idea. In 1944 he began work on a car that was safe, reliable, and groundbreaking. So far ahead of its time it made the wrong people nervous. The car was first christened as the Tucker Torpedo but due to concerns over torpedo not sounding safe, it was changed to the Tucker 1948. These amazing cars turned out to be one of the most revolutionary automobiles ever made and would have remained so if it werenââ¬â¢t for a slander campaign by the United States government. Preston Tuckerââ¬â¢s dream above all other things was to make a safe car. Because of this the Tucker 1948 had many revolutionary safety features. Some of these features wouldn't be used for some time by other manufacturers. Every detail mattered so with safety being most important the engineers designed some new components. The instrument panel had all the controls within easy reach of the steering wheel and the dashboard was padded. The initial plans for the car also included a steering wheel that would retract in an accident. Kenneth Lyman even filed Patent number 2511165 for it on Dec 5, 1947 on behalf of the Tucker Corporation (Lyman, n.d.). This device unfortunately never had a chance to make it into the 50 vehicles produced. Even though it was symbolic of the innovative ideas they had. Advantages of Monopoly Essay
Monopolies do not always lead to increased prices, lower outputs and welfare losses. In fact, monopolies can often lead to increases in societyââ¬â¢s welfare as large monopolists benefit from economies of scale in production and distribution. These falls in costs can often be passed on to consumers in the form of lower priced products. We will now discuss briefly some of the potential advantages of monopolistic market structures. â⬠¢ Lower production costs and increased welfare Under monopoly, greater output and standardization can lead to lower costs. This can lead to economies of scale and scope, which can be passed on to consumers in the form of lower priced products. â⬠¢ Natural monopolies It could be argued that some industries are more efficiently organized as monopolies. Industries such as water, gas, electricity and communications are often referred to as ââ¬Ënatural monopoliesââ¬â¢. A natural monopoly arises when the ratio of the minimum efficient scale to industry size is so large that industries can only support one efficient firm. In natural monopolies, fixed costs form a large part of total costs. If the monopoly is in private hands, the monopolist maximizes profits where marginal costs equal marginal revenues, and produces at output level and charges price. The monopolist makes excess profits equal to the shaded area. If the firm were forced to charge a price that would prevail under competition, it would set price equal to marginal costs and produce at output level. For example, suppose we have a water company that supplies a certain part of the country through a network of pipes. It would be inefficient for a new firm to enter the market, set up its own system of pipes and then start supplying a segment of the market. This is because the level of output the firm produces would yield insufficient revenue to cover total costs. This competition would therefore lead to wasteful duplication (and competition) of systems. â⬠¢ Technical progress Large monopoly profits may be used to finance research and development programmes.
